I’m afraid that once all of the chilling facts of the Groene case—the beating to death of three people, the kidnapping and repeated rapes of 8-year-old Shasta Groene and her 9-year-old brother Dylan, and the subsequent murder of the brother—are revealed, that Duncan will be remembered as one of the most vile and demented psychopaths in recent memory.
Duncan also claims to have a second, encrypted journal, which details his horrendous acts and thoughts—and which might ultimately tie him to other as of yet unsolved crimes.
What’s scary is how, despite being a Level-Three sex offender (Level-Three offenders have been determined to be at the highest risk for re-offense out of all of the three risk levels), Duncan was able to assimilate into his small North Dakota community. His resume, which has since been removed from the North Dakota State University web site (but is still available at archive.org), shows that Duncan was an intelligent man. His resume’s stated objective is chilling in retrospect:

In his blog, Joseph Edward Duncan the Third, provided an excerpt from a book that he planned to write someday:
Jan had always resented the fact that his parents were separated, more than the fact that his relationship with his father was sexual.
I have little doubt that Duncan the Third was raped and molested by Duncan the Second. Let us all be thankful that there will never be a Joseph Edward Duncan IV.

People like Duncan are simply not treatable. They do not respond to psychotherapy. Psychotropic medications do not significantly alter their internal functioning (i.e., their “urges”). Chemical castration does not suppress their urges. Actual physical castration does not suppress their urges. Because their brains are so f’d up, the physical aspects of their urges have become almost superfluous to the entire experience for them.
Only God, through His graces and the willingness of the perpetrator, can change them. And that’s not something we as a society have to take into consideration. We have to right to assume, based on the statistical evidence, that they WILL NOT EVER CHANGE, and thus lock them away for life–at the least. Execute them, if they’ve committed a capital offense.

I am sickened by these beasts and my heart bleeds for their victims and families. The laws must be changed and only we can make that happen. Write to your lawmakers, state and federal.
You wonder how, “Duncan was able to assimilate into his small North Dakota community” (and predictable future). Steve Huff touches on the answer in his blog-it is the charisma of these individuals. To be successful as a predator or serial killer, you got to develope your “people skills.”
My father was a rapist/pedophile, but when my mother called law enforcement he was able to talk his way out of going to jail. Someone else called LE, and he charmed his way out of it. He was never caught and died over 20 years ago.
I saw a registered sex offender that isnt ‘cured.’ Ingratiating himself to strangers and attending neighborhood meetings. Using his charm to make friends and scope for future victims. I reported him because he wanted me to go with him to the zoo. I told him I would never go to the zoo with him.
He said, he couldnt go to the zoo alone. He also talked about doing things but not getting caught. He’s too charming and as a past victim -I have no charm and no people skills.
