And to ensure that companies, such as the Salvation Army, cannot be sued when they insist that all of their employees are able to speak English. Sounds reasonable enough to me. If you don't know English, there's a better than good chance that you are not hear legally (the ability to speak and write in English is a requirement to be a naturalized citizen). Maybe the point is to ensure that every person does know English.
