		<description>Both great ideas but HIGHLY promote the Bush /Canadian Prime Minister Paul Martin, and Mexico&#039;s President Vincente Fox, SPP initiative(look at SPP.GOV).  There isn&#039;t a budget, so local , state, and federal, will have to pay for immigration enforcement from their already over-taxed budgets.
it&#039;s the next step in forming the north american union.
it&#039;s REAL and getting snuck in by these little initiatives. see where the UK is today...being governed by the EU parliment and virtually losing their soverignty</description>
