Every dollar he steals comes from somewhere. Every time he ‘takes care of his district’ he steals from someone else, somewhere else. There is no other way to put it.
Of course, anything can be justified with rhetoric, even being a lying sack of shit, that steals from the private sector, and makes public accusations against our Marines, and refuses to apologize publicly when he is wrong.
His rhetoric is as worthless as he is.
