First of all, the answer is “Yes, he is the dumbest Vice President ever.”
Secondly, I’m very proud that UrbanGrounds was the very first result for this phrase (linking to this post here, which actually asks if Biden is the dumbest man in all of Washington D.C.).
I wouldn’t be surprised if the person Googling “Is Joe Biden the dumbest vice president ever” is either Joe Biden himself (doing a little ego-surfing) or somebody who works for him.

I have to wonder. I suspect that Joe Biden isn’t really that dumb..he’s simply compulsively candid. The thoughts that flow unchecked out of his mouth reveal more about the cluelessness of the current administration than they do his stupidity. He rose to become Senator in a very competitive political environment; I doubt he’s stupid. I suspect his handlers just want him to shut up and toe the party line.
Don’t discount the effect two brain surgeries have had on this gaffe machine.
