Traci Lynn Wallace: Murdered by Charles Dean Hood in 1990

Charles Dean Hood is an unrepentant, remorseless, murdering degenerate. He’s been on death row at the Polunsky Unit in Texas since 1990 for the murder of Roland Williamson, 40, and his 26 year-old girlfriend, Traci Lynn Wallace in Plano, TX.
The DNA evidence (Hood’s bloody fingerprints all over the crime scene) and the circumstantial evidence (after the murder, Hood pawned the victims’ jewelry, cashed the victim’s checks, used the victim’s credit cards, and was caught 800 miles from Plano driving the victim’s truck) were strong enough for a jury to convict Hood of the duel murders and sentence him to death.
He’s pulled every trick in the book since then to win stays of execution and to postpone his inevitable date with the gurney and a sharp needle full of potassium chloride.
But it looks like his games might have come to an end today as the Court of Criminal Appeals of Texas has denied his latest appeal — where he was asking for a new trial for alleging that the prosecutor and his trial judge were having an affair.
History
I first wrote about Hood back in June of 2005, after finding a personal ad from him where he describes himself as an inmate of “good character” (you know, if you overlook that whole double-murder thing…other than that, I’m sure he’s a swell guy).
Shortly thereafter, I started receiving comments to my posts on Hood from the families of Tracie Lynn Wallace and from Charles Dean Hood. Big Sis, as she goes by here in the comments, and I have since become friends. In June of last year, Big Sis stayed in our home and I drove her to Huntsville to witness the death of her sister’s murderer.
Unfortunately for us, the death warrant expired before Hood was executed while we stood shaking our heads just a few feet away in the death house at the Walls Unit.
Big Sis flew back to Texas in September of last year, only to find out that Hood was stayed once again.
The Justice system has been more than a bit cruel to Big Sis — you have no idea how painful it is to drag her through this year-after-year. In just a few weeks, Big Sis will celebrate what would have been Tracie’s 45th birthday.
Hopefully, this latest news of Hood’s denied appeal will be a happy birthday gift for Tracie.
I plan on driving to Huntsville when Hood receives what better be his final execution date. I’ll be there (again) to support Big Sis, and to see justice finally served.
Hood has already had 6 execution dates come and go. Let’s hope the next is Lucky No. 7.

Uh, Hood wasn’t just “alleging that the prosecutor and his trial judge were having an affair,” that was actually true and both parties have now admitted it.
If it weren’t for absolutely egregious official misconduct by the judge and DA in the case (which is the reason for the recent delays, etc.), Charles Hood would be dead long ago. Why isn’t more of your criticism aimed at them? Imagine the disrespect it showed for the victim for the judge and DA to knowingly, intentionally taint Hood’s trial that way then lie about it for years! IMO at a minimum they should both be disbarred, and I’d think Big Sis would be none too pleased with them, either.

Neither the DA nor the judge had a hand in killing either one of Hood’s victims. The blood is entirely and solely on Hood’s hands. I feel no anger or outrage at anybody other than Hood.
The relationship should have it’s own consequences (yeah, I agree both should be disbarred). But their relationship does not diminish nor alter the facts that led Charles Dean Hood to rob and kill two innocent people.
Both are retired and have to be in their 70s by now. It would be a meaningless gesture.
The problem with R Cooper’s proposal is that we are all guaranteed a fair trial. Cooper assumes Hood is guilty, but that conclusion is the result of the trial. If the trial was tainted, our certainty of his guilt is tainted. There were many strange rulings in that trial, all of them favoring the prosecutor. Without them the verdict might well have gone the other way. People are concerned because this goes to the heart of the system. And while Big Sis may be a nice lady (and James Hood a great guy), neither of them has any special knowledge. Would everyone be so happy if Hood had been acquitted, after winning all the rulings, and it was discovered that his lawyer (or he himself!) had been having an affair with the judge?
There were many strange rulings in that trial, all of them favoring the prosecutor.

Just because they were having an affair doesn’t meant that they let it interfere with their jobs. From what I’ve read, there is nothing from the court transcripts or proceedings that can be considered collusive or illegal or out of order. There is ZERO evidence that Hood did not receive a fair trial.
The DA wasn’t sleeping with the police, detectives, and forensic scientists who found and presented the evidence of Hood’s guilt. She wasn’t sleeping with the entire jury, who saw all of that evidence and heard Hood’s defense yet STILL found him guilty.

I support and have always supported capital punishment. This is no exception.
This is one of those examples demonstrating why the advocacy system must work for the guilty if it is going to work for the innocent. Charles Dean Hood is probably guilty of murdering two people. Guilty guilty guilty. I believe you, and I believe the families of the victims continue to suffer.
But allowing judges and prosecutors to have romantic involvements while presiding over the same case is the sort of thing a just society cannot have. Not for people like Hood, but for the innocents, and not just for the innocent defendants, but for all of us. This sort of thing shakes confidence in the justice system, which is something society cannot afford.
So now what happens? When he is finally put to death, he will be held up as another martyr of a corrupt judicial system, instead of the ruthless, remorseless killer that he is. Society is better off with killers like him no longer able to prey on the rest of us, BUT not at the expense of a judicial system we can trust. Otherwise we end up like China, where plenty of people are executed, and some of them even deserve it, but there is no true justice.
This is just obviously wrong. I’m not saying he should get a new trial, but the issue shouldn’t just be tossed aside. It should be weighed along with everything else. If the judicial system can’t handle obvious misconduct like this, then how can it be trusted on the more subtle cases?

Allowing defendants to wait 20 years before raising an issue is against the law and policy. Also, only the ignorant or murderer lovers believe Hood did not receive a fair trial. The trial and habeas corpus hearing transcripts prove he did get a fair trial.

He’s not definitely guilty if there was malfeasance, and there was. No one who isn’t emotionally invested in this case thinks it’s okay for the presiding judge to be involved with the prosecutor, and they took a trip together after it was supposedly over.
You know full well the defense didn’t have definitive proof until it was “too late”. It should never be too late for new evidence in a death penalty case, and there are other states where there are no such limits, but capital punishment is still used.
It is by allowing injustices such as this and Virginia’s 21 day rule that we have the constant assault against capital punishment. The issue of a prosecutor and a judge having an intimate relationship is too big for a technicality, you know it and I know it. And this case will forever be known as the case where the judge and the prosecutor were having sex, and the “evil Texas courts” wouldn’t even take a look at it, but said a man should die anyway. No one will remember the victims no matter how much you moan, because this is an injustice and that’s all anyone will know. It’s not just the “antis”, this is a media story nationwide now, that’s how I know of it. So if your goal is to keep the focus on the people he killed, you should want everything to be aboveboard.
This is not a minor thing, no matter how much you want to sweep it under the carpet.
He is definitely guilty because there is overwhelming evidence that proves beyond a reasonable doubt that he committed the murders and robbed them. The defense did not need definite proof in order to make an objection and raise the issue in the initial state appeal/writ. You and your ilk never remember the victims in any of these cases, so go to hell.

I want to apologize for my comments here. I was distressed with how uncharitably I was being interpreted. But then I realized that it was in very poor taste and rather boorish of me to come to a site where people who have actually been affected by Hood’s actions offer support to one another. I just read about this for the first time yesterday, and it really stoked my intellectual curiosity as well as my passions about the judicial system. But there are plenty of other places for me to discuss that.
I agree that ultimately the most important thing is for justice to be served, and 20 years is justice delayed. Whether you believe me or not, I do think Hood did it and should die for what he did. I was making a distinction between guilty under the law (which I don’t think one can be if the trial was tainted) and actual guilt. But it wasn’t really appropriate or even relevant for me to bring any of that up. Thanks for opening my eyes.
I don’t believe the trial was tainted when the “affair” was over. Just because they were able to maintain a friendship doesn’t mean they didn’t do their jobs.

I’m curious about something. Many criminals find their way to Christianity on death row, and hundreds on people try to stop their execution. I wonder if CDH has considered converting to Christianity?

Victims are allowed to have a support person accompany them. Since that POS that you fantasize about licking has escaped justice for 20 years, Tracie’s father has died and her mother is elderly. None of them live in Texas. It’s a long distance to travel especially with all the last minute game playing by the defense. That Tracey has a friend that she can stay with, drive her to the prison, and be with her for emotional support is commendable. But, you never having had a friend in your sorry life, wouldn’t understand it.

Statements by Hood are not opinion but lies told to deceive the public. You should have at least refuted them with the facts.
Again:
1. Hood claims to have had a negative GSR test. However, tests performed more than 4 hours after a shooting are almost always negative for GSR. Hood was arrested more than 25 hours after he shot Ron and Tracie. Therefore, any test results are forensically irrelevant and inadmissible.
2. Hood claims that there was a voice analysis proving that it is not his voice on the 911 tape. That is false. There was no voice analysis because they are inadmissible in court because they are considered unreliable. Plus, a witness identified his voice on the tape and Ron Williamson refers to the other voice as “Dean.” Additionally, the police arrived 4 minutes after his voice was heard on the 911 tape and found both Ron and Tracie shot in the head.
Abnormal is someone getting cosy with victims so he can watch the execution. Psychopath Robbie getting is rocks off and if you think that’s normal your as sick.

Her portrayal of Hoood’s father as some frail old man belies the fact that he raped his own two daughters and Hood tried to claim it as a mitigating factor. As the court pointed out – his sisters were the victims, not Hood.

Hood did file a petition for writ of certiorari in the Supreme Court of the United States .

Two other parties have also indicated their intention to file briefs in support of him: the group of former judges and prosecutors that wrote to Governor Perry in regard to ordering the depositions and a group of legal ethicists.
The issue is of a procedural nature, regarding the decision that Hood failed to establish an exception allowing consideration of last petition.
Our office will respond, and unfortunately, you’re already quite familiar with how long all that can take to be resolved.

Unless you heard to the contrary, I suspect the AG will wait to see if the USSC grants or denies cert. If they deny cert, there may be a chance that the AG will appeal the ruling on the new sentencing trial. It is a 5:4 decision and the dissent is strongly worded, so to speak.
And look at the bright side: If there is a new sentencing hearing, there is a greater likelihood he will get shanked while housed in the county jail, than in prison.
Although I am not happy about the decision, it is what it is. And yes they are waiting for the USSC’s decision. They can word it any way they like, it doesn’t change the fact he was found guilty. I will be there for sure. I pray for the best,he can cry and whine all he wants but in the end his will come. He very well may get life but he will NEVER see the outside. As for me I wish to see him handed the same punishment, then for sure he will no longer be a threat to other human lives. Yes the possibility exsists that he could get shanked while in the county jail, not really the way I would want it, but I certainly wouldn’t be all heart broken about it either.

Your courage and devotion to your father’s memory was remarkable. My deepest sympathies for what the our state’s “justice” system continues to put you and Big Sis’ family through. Hopefully you and all of Hood’s other victims will soon have closure.
It was 20 yrs on Sunday, a sad day for us all. We miss our loved ones who were so violently taken. We thank all who have given us support during this long troubling journey.
It has become somewhat of a circus, but justice will be served and then we the families can have closure, and for as long as we are alive we will have each other.
