And they are right; if they had reported him, nothing would have happened to Hasan, but they would have gotten into trouble for "discrimination". And in today's military, being accused of discrimination is a career-ender. Finally, if you read the article, the first thing you notice is that it's from an Israeli news site. It's a sad state of affairs when we have to go to foreign sources for reliable information about events in the U.S. What actually killed these 13 people?
